Ray Foster is the Education Technology Director at the National Center for State Courts. He has extensive technology and education experience including the development of educational programs and video productions for NASA, the Virginia Department of Education, Old Dominion University Research Foundation and PBS. His video productions have won recognition, including the New York Film Festival's Silver Medal and CINE Medal of Distinction awards and been shown nationally on PBS and NASA Select TV. He has produced Distance Learning programs for dissemination in 23 countries. He has done faculty and curriculum development under grants from the Department of Education, NASA and SJI. He has served as faculty for both ICM and the National Judicial College. In addition to AV and web based productions, he is a published author and photographer and has served as; Lead Program Reviewer for the NASA Office of Space Science; editor/writer/photographer for a NASA quarterly newsletter, Virginia SpaceLink; and presenter for PBS Learning Link.
