2016 Recipients of the Joan K. Cochet Memorial Scholarship
Iryna Spangler and Peter C. Kiefer
The Joan K. Cochet Memorial Scholarship for the Institute for Court Management is named in memory of the late Joan K. Cochet. As the NCSC Library Resource Manager, Joan was a true professional in every regard and was known for her gracious and generous spirit. Her service represented the highest ideals of the Center and continually enhanced the reputation of the Center around the country. Joan’s love of learning was evidenced in her mentorship of numerous law school interns and court professionals pursuing the ICM Fellows certification. Iryna Spangler and Peter C. Kiefer are recipients of the memorial scholarship for the Class of 2016.
Ms. Spangler is the Probate Court Coordinator for the County Court at Law No. 1 & No. 2 for Johnson County in Cleburne, Texas. She hails from Ukraine. She began as a deputy court clerk in Texas 14 years ago and now serves as the probate auditor and court coordinator and is in charge of all probate and guardianship cases in the county with 160,000 residents. Iryna conducted research on applying modern e-learning technologies to increase access to training for all frontline staff in the courts.
Mr. Kiefer is the Civil Court Administrator for Maricopa Superior Court in Phoenix, Arizona. This year, he will celebrate 39 years of service to the courts. He is well-known for his work in the area of ethics, and is the 2015 recipient of NACM’s Award of Merit.
