Oregon Judge Elected President of National Court Organization

Williamsburg, Va. (November 10, 2009) — The Honorable David V. Brewer, chief judge of the Oregon Court of Appeals, was elected president of the national Council of Chief Judges of the State Courts of Appeal at their annual meeting in Philadelphia, October 31, 2009.  He will serve a one-year term as the Council’s president.

Judge Brewer began serving on the Oregon Court of Appeals in 1999, attaining his current position on November 1, 2004.  He served as a judge on the Lane County Circuit Court from 1993 to 1999, where he presided over many civil and criminal trials and settled many more cases through the court’s settlement conference program.  He also practiced civil litigation, and family, commercial, probate, and real-property law, in Eugene, Oregon from 1977 to 1993.

Judge Brewer has been a leader at the state level through much of his career.  He has served as president of the Lane County Bar Association (1991-1992) and as a member of the Lane County Domestic Violence Council (1996-1999), the state’s Council on Court Procedures (1995-1999), and various Oregon State Bar committees and task forces, such as the Indigent Defense Task Force (2001-2002).  The National Center for State Courts honored Judge Brewer with a Distinguished Service Award in 2008.

Judge Brewer earned a B.A. (economics) from the California State University at Sonoma in 1974 and a J.D. from the University of Oregon School of Law in 1977.

The Council of Chief Judges of the State Courts of Appeal was formed in 1980 when judicial leaders of state appellate courts around the nation recognized the need to have a body for consultation and education concerning the improvement of the administration of justice, rules and methods of procedure, and the organization and operation of state intermediate appellate courts.

The National Center for State Courts, headquartered in Williamsburg, Va., is a nonprofit court reform organization dedicated to improving the administration of justice by providing leadership and service to the state courts. Founded in 1971 by the Conference of Chief Justices and Chief Justice of the United States Warren E. Burger, NCSC provides education, training, technology, management, and research services to the nation’s state courts.
