The National Center for State Courts (NCSC) invites qualified candidates to apply for the Development Officer position in the Office of Development. This new position will report to the Director of Development in an exciting and growing giving program. The NCSC is a national non-profit court improvement organization, headquartered in Williamsburg, Va., that seeks funds from individuals, corporations, law firms, and foundations to meet the Center’s financial objectives with leadership, guidance, and oversight by the president and the Development Committee of the Board of Directors.

The Development Officer is primarily responsible for planning and implementing programs and activities to cultivate, solicit, and steward annual gifts from law firms and individuals. Supports the director in the annual planning, coordination, and execution of a suite of high-visibility meetings and events for donors and VIPs each November in Washington, D.C.

Qualified candidates will possess a college degree along with 2-5 years of progressively responsible experience in development/fundraising, marketing or public relations, preferably in the nonprofit arena; excellent organizational, communication, and interpersonal skills are required. The candidate must possess strong computer skills especially in Microsoft Word and Excel. Experience with Raiser’s Edge software is preferred. Some travel is required.  Hiring salary range: up to $53,148.00, plus a comprehensive benefit package, depending on qualifications.

The International Programs Division (NCSC International) of the National Center for State Courts located in Arlington, Va., has an opening for an experienced International Finance and Budget Specialist.  This position is responsible for providing financial, analytical, and budget administration for international program and project proposals; applications from a variety of funding sources; and for departmental budget management and planning. Responsibilities also include working closely with Headquarters’ accounting department, project directors and field staff to ensure that contractual compliance and organizational financial policies and procedures are being met.

Qualified applicants must possess a bachelor’s degree in accounting, business, international studies or related field and a minimum of 5 to 8 years of increasingly responsible experience in a budgeting or finance/accounting environment; or a combination of education and experience that provides the requisite knowledge, skills and ability. Applicants must possess considerable knowledge of budgeting and financial management principles and practices with a working knowledge of GAAP; USAID and other similar government rules and regulations as they pertain to funding and monitoring projects and should have a working knowledge of accounting rules and regulations contained in FAR, ADS, and OMB Circulars.

Applicants must be able to demonstrate proficiency as an advanced user of Excel and Access and a familiarity with government accounting and audit procedures. Experience with international implementers is preferred and applicants must demonstrate the ability to work well with teams.  This position requires irregular hours and some travel.

Knowledge and Information Services Information Specialist

The National Center for State Courts, a national court improvement organization, is seeking to fill the position of a Knowledge and Information Services (KIS) Information Specialist in Williamsburg, Va.  Duties include providing assistance to courts and responding to inquiries in multiple areas of court administration, such as pro se litigation, jury management, technology innovations and human resources management. The KIS Information Specialist identifies and analyzes information relevant to emerging trends in court administration, responds to questions from the media, provides information and ideas for use in NCSC publications and successfully communicates with NCSC’s constituents.

Qualified applicants must have an advanced degree in social science, law, public policy, or a related discipline or any equivalent combination of education and experience that provides the knowledge, abilities and skills to perform the work.  The successful applicant will also have two to three years of relevant work experience, and one to two years of experience working in a research, education, knowledge-based or public information environment. Demonstrated experience using on-line and web-based research tools along with the ability to interpret statistics and surveys results is required. Effective oral and written communication skills, and excellent customer service and time management skills are also required.  Experience working in a court system is preferred.

Director, Language Access Services

The National Center for State Courts, an independent, nonprofit court improvement organization, is seeking to fill a key management position at its Williamsburg, Va., headquarters.  The director position reports to the Vice President, Consulting Services and has overall responsibility for directing programs and staff in the delivery of court interpreter testing services and leading national initiatives relevant to language access services in the courts.

The incumbent will staff the Language Access Advisory Committee; serve as liaison to other court/judicial related organizations on language access issues; and research trends, legislation and critical incidents relevant to language access in the courts. Additionally, the incumbent will develop and implement processes and procedures that ensure effective delivery systems for language testing services and provide technical assistance to courts pertaining to court interpreting services.

To be considered, applicants must possess an advanced degree in business administration, criminal justice, public policy/public administration, or other relevant discipline and a minimum of eight years of management/supervisory and program management experience; or a combination of education and experience that demonstrates the ability to perform the work. Court or judicial branch experience is desirable. Experience in the provision of or relevant to the provision of court interpreting services is also desirable.  Demonstrated experience in developing and writing policy initiatives is required.  Experience communicating and interacting effectively with public officials, management and staff is essential. Proficiency using PC and Microsoft products is required.  Overnight travel is required. Hiring Salary Range: $95,000-$115,000 dependent upon qualifications and experience; plus a comprehensive benefits package.

Competitive candidates will have:

  • At a minimum, ten or more years of experience leading Rule of Law and Law Enforcement reform programs in Latin America. Experience in Central America highly desired.  
  • Demonstrated expertise in criminal justice systems and operational linkages between justice and security institutions. Prior experience in criminal justice institutions including police service, prosecution and court systems preferred.
  • Demonstrated successful experience managing complex project interventions that meet or exceed client and counterpart expectations.
