Larry Webster

Lawrence P. Webster is a Principal Court Management Consultant for the National Center for State Courts.  He previously managed the Justice Information Exchange Model project for SEARCH, and served as the Delaware State Court Administrator, NCSC’s Executive Director of Court Technology Programs, Director of Data Processing for the Utah courts, System Manager for the U.S. Attorney for the District of Colorado, and Manager of Operations and Systems Development for the Colorado District Attorneys’ Council.

Mr. Webster has worked on almost two hundred projects related to technology in the justice system.  He has recently or is currently working on case management system projects in the El Paso Municipal Court, the Las Vegas Municipal Court, the Kane County Illinois circuit clerk’s office, and the Colorado Springs Municipal Court.  In addition, he is working on child welfare performance measure automation in the Illinois courts, a data quality project in the Arkansas courts, and is documenting the use of business process management methods and tools in several progressive courts around the country.  He recently completed strategic planning projects for the Supreme Court of Afghanistan (IT), the 21st Judicial Circuit of Missouri (court), and Calaveras County, California (integrated justice).

Mr. Webster has published over one hundred books, articles, and technical assistance reports in this area, and has taught or presented on this subject well over 100 times in the last 34 years.

Mr. Webster has an M.S.J.A. from the University of Denver College of Law, a B.G.S. and A.A. from Weber State College, and did doctoral work in public administration at the University of Colorado at Denver.  He is a fellow of the Institute for Court Management and also holds ICM’s Court Technology Certificate.  He is also certified in the Justice Information Exchange Model (JIEM) and is certified as a project management professional (PMP) by the Project Management Institute.
