INDIANA
Indiana was the first state to participate in the Upstream Train the Trainer. Twenty-five (25) court and agency employees were trained to implement the Upstream model in local communities. Two counties, La Porte County led by Judge Focker and Tippecanoe led by Judge Graham, have completed mapping and are currently implementing their strategic plans.
