Jim Harris is a Principal Court Management Consultant for the National Center for State Courts. He joined NCSC in 2006 after more than 25 years in public- and private-sector roles specializing in the development and implementation of technology solutions for courts. Jim is a nationally recognized expert in many areas of court technology, providing consulting services and guidance on application architecture, component-based models, technology standards, and systems integration. He speaks on technology topics frequently at national conferences and has been a leader in promoting open, citizen-centric approaches to electronic filing and access to justice initiatives.
Jim serves on numerous national committees developing and promoting information sharing and technology standards. Current committee work includes the Global Advisory Committee (GAC), OASIS Litigant Portal Technical Committee (Co-Chair), IJIS Institute Courts Advisory Committee (ICAC), IJIS Institute Technology and Architecture Advisory Committee (ITAC), and the FBI CJIS Advisory Policy Board NICS Subcommittee and Disposition Task Force. Jim also provides staff support to the COSCA/NACM/NCSC Joint Technology Committee (JTC) and the Court Information Technology Officers Consortium (CITOC).
Jim is PMP-certified and serves as project director and consultant on technology projects for numerous state and local courts as well as the Administrative Office of the US Courts. Prior to joining the NCSC, Jim worked in the private sector as a software developer leading the design, development, and implementation of court case management, jury management, and many other criminal justice systems. He started his court IT career as a software developer for the Clerk of Courts in Orange County, Florida. He earned a Bachelor of Science degree in Computer Science and a Master of Science degree in Management Information Systems, both from the University of Central Florida in Orlando.
