North Carolina SB 321 CONFERENCE COMMITTEE: Alters method for filling vacancies that occur in District Courts due to death, resignation, etc. Ends practice where governor must select person to fill vacancy from list of 3 names provided by local bar. Provides list to consist of 5 names and be recommendations only. Provides governor may consider 5 names submitted but may select any attorney, whether or not on list, to fill vacancies. Conference committee report approved by House and Senate 7/25/13. To Governor for signature.

North Carolina HB 652 AS AMENDED: Redefines definition and practice of "public reprimand" for purposes of judicial discipline. Provides that after Judicial Standards Commission concludes disciplinary proceedings should be instituted, charges, hearings, and recommendations remain confidential. Provides once public remand, censure, suspension of removal of judge takes place all documents related to or produced by the judicial disciplinary commission become publicly available. Approved as amended by full Senate 7/25/13. Approved by full House 7/26/13. To Governor for signature.
