Delaware HB 232 (Constitutional Amendment) Adds "the highest appellate court of any foreign country, or any foreign governmental agency regulating the public issuance or trading of securities" to the list of entities that may certify questions of law to the Delaware Supreme Court.  Approved by full Senate 6/11/14. Must be reapproved by 2015/2016 legislature to become part of state constitution.

New Jersey AB 1910 Authorizes Supreme Court to establish court costs and fees to pay for the development, maintenance and administration of a Statewide Pretrial Services Program and the development, maintenance and administration of a Statewide digital e-court information system. Approved by Assembly Judiciary Committee 6/12/14.

North Carolina SB 648 Provides constitutional challenges to state laws to be heard by special 3-judge panel selected by Chief Justice. Approved by full Senate 6/11/14.

Pennsylvania SB 324 (Constitutional Amendment) AS AMENDED: Reduces size of Supreme Court from 7 to 5 members. Limits members of Commonwealth Court (intermediate court) to 11 members (currently 15 authorized by statute). Approved as amended by Senate Appropriations Committee 6/9/14.

New York AB 9375 ORIGINAL: Authorizes certain city courts to have night court for matters that are neither misdemeanors nor felonies. AMENDED: Authorizes city courts to have evening hours, but only where court administrators determine court should conduct such sessions. Approved by Assembly Judiciary Committee 6/12/14.

North Carolina SB 744 SENATE VERSION: Increases penalties for assaults on judges. Provides constitutional challenges to state laws to be heard by special 3-judge panel selected by Chief Justice. HOUSE VERSION: Drops all references to assault penalties and 3-judge panels. Approved with House amendments by full House 6/13/14. Senate does not concur with amendments.
