Missouri State Courts Administrator Kathy Lloyd to lead national organization for court leaders

Williamsburg, Va. (July 29, 2026) – Missouri State Courts Administrator Kathy S. Lloyd will lead the Conference of State Court Administrators (COSCA) as president and the National Center for State Courts (NCSC) board of directors as vice chair through July 2027.

The state courts administrator since 2015, Lloyd's one-year terms begin today, following this week's COSCA annual conference and NCSC's board of directors meeting in Rapid City, South Dakota. 

"Kathy's leadership on behavioral health priorities has helped advance long-term, sustainable solutions to the growing behavioral health needs arising in state courts," said NCSC President Elizabeth Clement. "Her experience in juvenile justice and trial court administration gives her a unique perspective on day-to-day court operations and valuable insights that help shape national guidance and best practices."

COSCA is comprised of the chief executives of the court systems in each state, the District of Columbia, and the U.S. territories. The conference is committed to strengthening the judicial branch by improving the quality of state courts and increasing the public's trust and confidence in the justice system, working closely with the Conference of Chief Justices on issues of mutual interest. 

In Missouri, Lloyd leads a staff of more than 200 who provide administrative, business and technology support services to all levels of the state court system. She began her court career as a deputy juvenile officer and held roles as superintendent of the juvenile justice center and chief juvenile officer for Missouri's 13th Judicial Circuit in central Missouri. Lloyd's public service expanded into trial court administration as a drug court coordinator and assistant court administrator. She spent 10 years as the circuit's court administrator prior to becoming the state courts administrator.

Lloyd earned her undergraduate and graduate degrees from the University of Missouri – Columbia.
