For nearly three decades, Rodriguez has led enterprise-wide functions including finance, procurement, human resources, and information technology for complex organizations with budgets up to $300 million. She has deep expertise in federal contracting, regulatory compliance, and managing diversified revenue streams spanning government funding, private grants, and fee-for-service models. Rodriguez has also led global systems implementations and process transformations, aligning operations with mission objectives across diverse and distributed teams. 

She earned a bachelor's degree from the University of Maryland and a master's degree from the SIT Graduate Institute.
