JoAnne Richardson brings decades of experience in the U.S., Eastern Europe, Africa, Latin America, and the Caribbean to her rule of law and justice sector institutional reform projects.

She designs and implements programs to build the institutional capacity of judges, prosecutors, attorneys, and law enforcement officials; and coordinates a multi-country technology consortium for court automation. Richardson led pilot programs introducing information technology and the first-ever computerized case management information system for prosecution services in Kosovo.  

Prior to joining NCSC, Richardson served as head of the field office for the Independent Judicial Commission in Bosnia and Herzegovina. She has investigated and prosecuted war crimes for the Office of the Prosecutor of the International Criminal Tribunal for the former Yugoslavia in The Hague. 

Richardson also served as an assistant district attorney and held teaching positions at the John Jay College of Criminal Justice, Yeshiva University's Benjamin N. Cardozo School of Law, and University of San Francisco School of Law. 

She holds an undergraduate degree in criminal justice from John Jay College of Criminal Justice and a juris doctor from Benjamin Cardozo School of Law.
