Timothy Hughes

Timothy Hughes brings more than two decades of federal government contracting and program management experience from programs in Africa, Central America, Middle East, and Central Europe/Eurasia to our international rule of law programs.
Hughes has expertise in justice system reform, strategic planning, professional ethics/discipline, and legal education. He was a department head at the Independent Judicial Commission (IJC), where he helped form a national judicial and prosecutorial council and administered a nation-wide reappointment process for judges and prosecutors in Bosnia and Herzegovina.
Previously, he practiced law in Milwaukee, Wis. Hughes earned his law degree from the University of Wisconsin and a Master of Laws from the Eberhard-Karls-Universität in Tübingen, Germany.
His language skills include German, Bosnian/Croatian/Serbian, and Spanish.
