Timothy Hughes

Timothy Hughes is a managing director and senior legal counsel for our international rule of law programs. 

He brings more than two decades of federal government contracting and program management experience from programs in Africa, Central America, Middle East, and Central Europe/Eurasia. Hughes has expertise in justice system reform, strategic planning, professional ethics/discipline, and legal education. He was a department head at the Independent Judicial Commission (IJC), where he helped form a national judicial and prosecutorial council and administered a nation-wide reappointment process for judges and prosecutors in Bosnia and Herzegovina. Previously, he practiced law in Milwaukee, Wis. Hughes earned his law degree from the University of Wisconsin and a Master of Laws from the Eberhard-Karls-Universität in Tübingen, Germany. 

His language skills include German, Bosnian/Croatian/Serbian, and Spanish.
