Timothy Hughes

Timothy Hughes brings to our International Rule of Law Programs more than two decades of federal government contracting and justice program experience for programs implemented in  Africa, Central America, Central/Eastern Europe, Eurasia, and the Middle East. 

He has expertise in justice system reform, strategic planning, professional ethics/discipline, and legal education. In Bosnia and Herzegovina, he was a department head at the Independent Judicial Commission (IJC), where he helped form a national judicial and prosecutorial council and administer a nationwide reappointment process for judges and prosecutors. 

Previously, he practiced law in Milwaukee, Wisconsin. He earned his law degree from the University of Wisconsin and a Master of Laws degree from the Eberhard-Karls-Universität in Tübingen, Germany. 

His language skills include German, Bosnian/Croatian/Serbian, and Spanish.
