What is the Future Ready Courts (FRC) framework?
The Future Ready Courts framework expands traditional court strategic planning by incorporating a rigorous focus on the future. It includes three sets of activities to prepare courts for scenarios and circumstances specific to their jurisdictions and communities.
How do you use the FRC framework?
We've found that courts have different levels of experience in planning. Some may regularly engage in planning exercises, some may be in the process of updating their plans, and others may be relatively new to the planning process. Some courts may find it helpful to start with the first strategic foresight activity and then move forward sequentially to each subsequent activity in the framework. Others may want to engage in strategic foresight activities to expand their thinking and then review their current strategic priorities based on the results of those exercises. Still others may want to develop plans first and then return later to review their plans based on a systematic examination of emerging trends and future scenarios. This framework is applicable to whichever approach you choose and will help build a long-term perspective into your court's planning efforts.

Strategic foresight
• Discover key drivers of change for courts: Identify signals of change and emerging trends influencing the future.
• Imagine alternative scenarios of the future: Develop & explore multiple future alternatives.
• Analyze implications of the scenarios: Assess risks, opportunities, and impacts of scenarios.
Strategic planning
• Define/refine vision, mission, and values: Assess alignment with results of strategic activities.
• Set strategic priorities: Determine big-picture themes to focus on for next several years.
• Craft goals & strategies: Make goals flexible and robust to address varying futures.
• Develop action plan: Include key tasks, responsible parties, and resources needed.
Executing & adapting
• Implement plan: Track and report progress on the plan.
• Monitor trends & signals: Continuously track external developments and early indicators of new threats or opportunities.
• Evaluate & adjust plan: Create contingencies and update strategic priorities and action plan to remain resilient.
Considerations for your FRC team
Applying the FRC framework is a team sport. Establish a core team willing to commit time to the process. Supplement the team with others on a temporary, as-needed basis along the way.
