Catherine Nelson Zacharias partners with state judiciaries to protect the public, defend decision-making independence, and strengthen the rule of law through consultation on judicial ethics policy and training.  

Prior to joining NCSC, Zacharias served the Missouri Office of State Courts Administrator for 25 years as legal counsel where she reviewed contracts, advised on employment issues, tracked legislation, conducted legal research, and reviewed and developed court procedures. She also contributed to court automation projects and rules, electronic filing design and rules, and provided guidance for various Supreme Court committees. 

Zacharias earned a bachelor's degree in economics from the University of Missouri, Columbia, and her juris doctor from St. Louis University. She is also an Institute for Court Management Fellow.
