Implementing online case resolution for better outcomes

Project complete

The Challenge

Effectively use technology to address growing case filings while improving access, reducing foot traffic, and streamlining processes.

Introduction

The successful implementation of an online case resolution (OCR) system requires strategic planning, strong stakeholder collaboration, and a structured rollout process. San Antonio Municipal Court's adoption of an OCR platform highlights key best practices to enhance court efficiency, accessibility, and modernization.

Embracing collaboration

A critical factor in this initiative was the collaboration between court staff, judges, and technology vendor to ensure the system was tailored to different case types, including Commercial Driver's License (CDL) cases, which have unique legal restrictions. The platform — Citation Web Portal — was designed to allow users to handle cases remotely, set pre-trials, attend virtual hearings, and make payments while ensuring compliance with court procedures.
To ensure a smooth transition, San Antonio Municipal Court followed a phased approach, beginning with stakeholder consultations in 2022 and culminating in full implementation by 2024. A structured training program, including bi-weekly sessions and a soft launch period, played a crucial role in staff preparedness and operational refinement. Ongoing system monitoring & clear communication channels allowed for continuous improvement based on user feedback.

Lessons learned

These best practices provide a roadmap for courts considering OCR adoption, emphasizing the importance of stakeholder engagement, phased implementation, comprehensive training, & data-informed decision-making.

Onsite vendor support enhances efficiency

Having a vendor liaison available in person during key phases improves troubleshooting and implementation. Additionally, a dedicated team of court employees — well-versed in court procedures, as well as legal & technical requirements — was assigned to provide real-time support, fostering a strong and effective partnership between the court and the vendor.

Defined implementation phases lead to smoother rollouts

A structured approach with strict timelines prevents delays and confusion.

User experience should be a priority

Simplifying language and workflows ensures accessibility for all users.

Continuous feedback loops drive improvements

Involving staff and users in ongoing system enhancements leads to better functionality and adoption.
