Kelly Roberts Freeman, NCSC Principal Court Research Associate

Kelly Roberts Freeman helps courts improve case processing and measure performance with her extensive experience in administrative court and criminal justice data, program evaluation, and quantitative and mixed-methods research.

She directs our longstanding CourTools performance measurement project and also works with large, complex case-level data sets as our lead statistician.  

Before joining NCSC, Roberts Freeman was a researcher in the Justice Policy Center at the Urban Institute and a researcher and special projects coordinator for the Arizona Superior Court in Pima County. In these roles, she led a portfolio of work on court case processing, predictive analytics, and fairness in the administration of justice. She received her Ph.D. in criminology and criminal justice from the Florida State University.
