Michael Navin aligns emerging technologies — particularly artificial intelligence — with judicial operations to enhance efficiency, access to justice, and public trust.

He directs national artificial intelligence strategy, roadmap, and readiness projects for state courts; develops governance frameworks; and advises on scalable "AI First" initiatives. He moderates our Court AI Implementers Forum and presents regularly on AI integration, process innovation, and change management in court environments.

Prior to joining NCSC, his leadership in Michigan courts included launching e-filing systems, implementing case management tools, and reducing backlogs through workflow optimization. He holds a bachelor's degree in criminal justice and psychology from Wayne State University and is pursuing Artificial Intelligence Governance Professional (AIGP) certification from IAPP.
