Shifting public perceptions of jury service from burden to a valued civic responsibility.

Project background

Since its inception, the Ada County Jury Office has been at the forefront of redefining jury service in Idaho's busiest jury office. Handling roughly two to three thousand jurors monthly and summoning 55,000 citizens for jury service in 2023 alone, the office is uniquely positioned to impact the community and improve public trust and confidence in the court system.

The team's goal was to shift public perceptions of jury service from a burdensome duty into a valued — and stress-free — civic responsibility.

Putting jurors first

Under the leadership of the Jury Commissioner, several initiatives were launched to prioritize juror comfort, streamline processes, and recognize citizens for their service. These included:

  • Welcoming spaces: In 2020, the Jury Assembly Room underwent a significant remodel, featuring new furniture, carpet, and workstations. Added amenities such as a café allow jurors to enjoy free refreshments with panoramic views of Boise from the courthouse's fourth floor.
  • Technological integration: Recognizing the challenges of navigating downtown Boise, especially for rural and older jurors, the office created a YouTube video to guide jurors to the building and designated parking. Mobile-friendly online questionnaires and a chat feature offer jurors real-time assistance and convenience.
  • Streamlined term of service: With a concise five-day service term, most jurors are released within hours if not selected. Moreover, 90% of the time, jurors are not required to return, minimizing the financial impact and stress associated with jury service.
  • Juror appreciation: Expeditious processing of claims and reimbursements is a top priority. Publicly thanking citizens for their civic service during Jury Appreciation Week includes concerts, raffles, billboards, and visits from local dignitaries.

Positive outcomes

The numerous enhancements by the Jury Office have led to substantial positive outcomes:

  • Jury assistance fund: Donations from jurors choosing to forgo their jury service pay totaled nearly $200,000 in 2023. This fund supports transportation, childcare costs, counseling, and more, ensuring that jurors in need are comfortable, supported, and not financially burdened.
  • Cost savings and environmental impact: The transition to online questionnaires saves approximately $3,000 monthly in paper, printing, and staff time while promoting sustainability.
  • Community collaboration: Partnerships with restaurants and transportation services, such as Uber and Lyft, ensure quality meals and affordable transport for jurors. Collaborations with county departments have enabled free shuttle services and entertainment facilities for sequestered jurors.
  • Positive feedback: Hundreds of appreciative cards received monthly from jurors highlight the excellent service provided by bailiffs, judges, and other court staff.

The Ada County Jury Office remains dedicated to continuous improvement and innovation, ensuring that every juror's unique experience is recognized and valued.
