Amy McDowell

Amy McDowell brings a strong understanding of board governance, court administration and legal experience from federal and local government to her work as NCSC's chief legal officer and corporate secretary.

Since joining us in 2007, McDowell has worked in several divisions including knowledge management, the Institute for Court Management, and the Center for Judicial Ethics. She is a fellow of the Institute for Court Management and co-directs the Election Law Program, a joint initiative with William & Mary Law School. McDowell earned a bachelor's degree from William & Mary, juris doctorate from the University of Richmond Law School, and master's degree in public administration from Old Dominion University.
